startup-config does not load on restart on my cisco 1720

I am new to configuring cisco routers so have purchassed a 1700 to mess around with. when ever I restart the router it will not load the startup-config! I have checked the start-up config and it's correct but the running config is just the basic default.

Have I missed somthing obvious!

Your config register is not at default...

To get an insight into how this works go to

and search on 'password recovery 1700'.
