My computer breifly shows a startup screen, and then reboots. This happens over and over.

See if you can get to the Safe Mode screen and try the "Last Known Good Configuration" option.

HOW TO: Install and Use the Recovery Console for Windows XP (Q307654)

Try ChkDsk /r from Recovery Console.

An easy to follow recovery console description when unable to start computer due to corrupt registry.

If they don't work you could try repairing windows by running it over itself. You will lose all your windows updates but your files will be untouched.

How to Perform an In-Place Upgrade (Reinstallation) of Windows XP (Q315341)

It's rebooting probably because windows XP is setup to automatically reboot when a startup error occurs.

To disable:
Open the System properties screen.
Click the 'Advanced' tab.
Click the settings button under startup and recovery.
Uncheck 'Automatically restart'.

Your machine should bluescreen and halt.
