Starplus 616 flex w CO line restricted ??'s

Hello, I have a customer with a 616 flex. He just added a telephone and i believe that he has co line denied programmed to that ext. They can make int calls however can not answer nor start calls on the line. How do I turn this off?

get into programming
at Ext 10 press on/off and dial **5623
Then dial *05XX, where XX is the station number of the phone you are wanting to give access for a CO line.
Press the flexible button you want to put the line on.
Dial 2X, where X is the line you want to assign to the button, ex. 1=line1, 2=line2 etc
press hold
press another flex button to assign another line to a button and repeat the procedure, or
press on/off
