Stand-alone Access 2003 App for WIN 98?

I gathered from the Microsoft pages that Visual Studio 2003 includes the developer extensions that allow me to package a stand-alone Access 2003 application for WIN 98 and later OS.

Since the requirements for Access 2003 are WIN2000 or XP, I have some doubts that I can create a stand-alone application for 98. Has anyone done so successfully?
