Hi,
I am new to this subject.

In what situation, people can use their own CA on server to issue a certificate, and not necessary to purchase one from a commercial company?
 
You can use your own CA but the thing is that the browser will not automatically trust it so there will be this nasty popup window with a dire warning.

If this is for a private intranet then who cares, they only have to click it once and it will be trusted after that.

If this is for a public e-commerce site then you'll probably be losing some sales because of it.
