SRST functioning as a standalone CME

Hello everybody,

I would like to ask if a Cisco C2821-VSEC-SRST/K9 (w/ PVDM2-32, FL-SRST-50 and Advanced IP Services) can operate as a standalone CME. Can I load the CME files and use it? Will I have full functionality for telephony? The plan is to replace my old TDM PBX with this router, if possible. Nothing fancy, about 20 users and a welcome message with 4 ISDN BRI lines.

Yes it would work. Without purchasing the cme license you would be violating ciscos software agreement but it will work.
Does it have the unity express module in it and do you have licensing for that?
Without it, no auto attendant or voice mail for the users
 
There is no Unity module or licenses. I do not need voice mail just a welcome message. Is it possible to record a brief message and play it before answering or Unity does this?

Yes you can do auto attendant and basic ACD without Unity express.
