SR-1 runs itself every time I open Outlook

We are running Office 2k/sr-1 on Windows 2k (sp3). Every time one of our users runs Outlook, it initiates an update for SR-1. When I log on, it does not run. I gave him admin rights so that it would update, and then I get an error about outcmd.dat being in exclusive use by another program, pls close all other.... nothing else is open. He has "full control" rights to that file. Any ideas?

you need to logon to his computer as a user with ADMIN rights and start office then he will not get this message again

Looks like I forgot to mention, but I do have admin rights, so that actually wasn't the solution. In the long run, we reimaged the computer, and it was fine, but I'm still curious if anyone has any thoughts on this.
