Squid - user authentication b4 accessing the web 1

Hi,
I wish to configure squid so that it always asks for a username/password before allowing access to the web.

I believe that the ACL allows for this. I don't wish to tie the usernames to either SMB or Unix accounts, but to a local text file instead. Anyone know if this is possible... and if so, how?
