I am taking the notion that Development tool means front end programs, sorry if this is incorrect.
1 - Access can be used, and tables linked via ODBC from SQL Server. Ok for smaller applications, but larger apps seem to suffer in my own usage.

3 - I am sure there is no "best" development tool, i guess it is what you know or what your prepared to learn. I have used SQL Server with Access, ASP and ASP.Net(Vb.Net & C#) and i can say that i find ASP.Net the best, even though it was a steep learning curve for me.
ASP and ASP.net are good for the web. I want to create an application without the need for IE. The application is for 5 computers.

I tried Access ADP, it connects without ODBC to SQL server, I can see the tables, make reports and queries, write VBA code. It seemed fine and I am sure that the data are in SQL server. I can act like I am working on Access itself.
So it is not like Oracle which has Developer tools.
