splitting out a site collection into separate site collections

We have a Sharepoint 2007 development site collection encompassing several subsites.

How would you migrate these subsites into separate site collections?

You can get 3rd party tools like Doc Ave or try using Frontpage to do it but Frontpage does weird things. I'm not sure if it works for Sharepoint 2007 though.
