Speed throttling

Anyone know of a way to do throttle certain ip's bandwidth?

Also - if possible by protocol.

All ideas are welcome...

PS: - Is there a generic solution, or would I have to resort to third party software? other microsoft software?

Is perhaps ISA Server capable of it?

Windows 2000 and Windows 2003 has a built-in feature called QOS (Quality of Service).
Or a Proxy server could be used for this purpose (if you are mainly concerned with Internet Usage)

Am not concerned with internet usage, am just concerned when people download things over the lan they saturate the network. I wish to be able to just prioritise say http traffic, or some ip addresses to have priority over others



where should i be looking ? QoS? proxy server?

possible to set up a transparent proxy server?
