I have a working crosstab report with rows of income ranges, and columns of age groupings.
I would like to add a total column, and a total row, of percentages to show what percent of the existing total row/column the numbers in each row or column are.

You can't add any calculations based on cross-tab cells, columns or rows. You can sometimes do this if you create a "manual cross-tab" which I describe in my FAQ on common formulas. Ken Hamady

Acting on Ken's response,
I exported the file to Excel and added the percents there.
