how do i draw a "speaking bubble" and is illustrator the best program for this?

Are you referring to the kind of bubble that appears above comic strip characters when they talk?

That is simply an ellipse with a point dragged down. This could be done in any vector application, even freeware applications like inkscape.org
 
thx. so i'm close. how do i drag the line?
yes, like a comic strip.
 
Use the pen tool to add three points along the bottom of the ellipse. Switch to the direct selection tool to grab the middle point and drag down.
