speaker beep changed

My PC speaker beeps correctly when I boot. However, I have set Accessibility in Win98 to beep when I hit CAPSLOCK. In the past, I would get the regular system speaker beep. Now (after reinstalling after a crash) I get a beep from the system speaker, but it is a dull click instead of the normal beep. Windows sound settings affect only the added speakers and they function properly. Changing the Default sound in Windows Sound settings makes no difference. I have tried enabling and disabling the beep sound in X-Setup but that too has not made a difference.
Ideas anyone?

Found the answer in the MSKB at
Click Start, point to Programs, and then click MS-DOS Prompt.
Type cd\windows where windows is the name of the folder in which Windows 98 is installed.
Type copy con winstart.bat, and then press ENTER.
At the hyphen prompt, type echo, press SPACEBAR, press ALT+7 (press the 7 on the numeric keypad), and then press ENTER.
Press CTRL+Z, and then press ENTER.
Type exit, and then press ENTER.
Restart the computer. The PC speaker should beep, and sounds should be played correctly with ToggleKeys.
