Spam filter not blocking

I am running Symantec Mail Security for Exchange v4.5 for MS Exchange v6.5 on a Windows 2003 server. Lately the company has had a problem with a large amount of spam coming through. I created a custom policy to block spam based on Subject content and the sender's email address. I've also created a blacklist with the same information.

Yet, emails are still passing through despite the subjects being on the blocked lists. I have browsed around online and through the Symantec tech guides, but I am at a loss. Should I be setting a filter somewhere else? Or is there something that I am missing?

Any help is appreciated.
 
Have you set it to check incomming SMTP?

If not, it will only remove emails when you do a manual mail box scan.
 
It is set to scan inbound messages through SMTP.
 
What about the 'Ignore case' and 'Whole words only' options?
 
They are unchecked. For the filter on subjects I have the subject text "The Ultimate Online Pharmaceutical". I have tried both the contains and equals option. As for the senders list I use the wildcard option, *@39548985.com.
