Spacing issues in CR 2008

I have a few reports that creates labels. Some are the standard avery label and another is on a 3 part paper that goes into a double window envelope. The problem I'm having is that I have suppressed everything but the details and yet, I can't seem to get the spacing correct on the labels and they go further in the sheet. On my 3 part paper, the first one on the page is perfectly spaced exactly where I want it, the 2nd is edging up just a little high and then the last is a bit higher. Same thing happens on those little avery labels, as you go further down on the page, the labels keep going up.

so is there a trick I'm missing? I've tried to play with the spacing and just can't seem to get all items to be exactly the same size.

I have a CR 2008 reference book and maybe I'm missing over it in there but I'm not seeing this issue either.

The data and the fonts and everything else work perfectly, it's just the spacing as everything seems to move up as the page goes down.

So the problem is with the three-part sheet? Are you using a label report for this? If so, what Avery label template are you using? If you are not using a label report, how did you implement this specifically?

it's a straight 3 part paper. So 8.5 x 3.667. I did the mailing labels option and put in my own dimensions. no margins, just the 8.5 x 3.667. It knows that if I put in 3.668 that it then goes to 1 x 2 labels down. So 3.667 is the highest I can go to keep the 1x3 "labels".

The sheet is perfectly 8.5 by 11. So I can't figure out why with each sheet it slowly creeps up. Should I add in margins or something else? I've been playing with sizes all day trying to readjust items but I can't figure out why it creeps.
 
I don't think most printers allow for no margins. I think you will have to set width and height as well as vertical gap. If you set all margins to .25, and then set the width to 8 and the height to 3.5, what happens? I think the issue is that you have to allow some top and bottom margins and then adjust the vertical gap and the label height accordingly.
