space at top of page

With all margins & borders set at zero, there is still an apparently inviolable space at the top of the page. So my table containing background picture starts perhaps an inch down from the top of the page. Anybody know a way to override this?

Try this in code design...
after the first body tag & before your bg colors, use the browser offset elimination code. This is it:
LEFTMARGIN=0 RIGHT MARGIN=0 MARGINWIDTH=0 MARGINHEIGHT=O
