sound card installation problem

i recently reformatted my computer. everythings up and going good. and the sound card in the device manager says it is working fine. but the problem is, the only thing that seems to find the sound card is the default cd player in windows 98. anything else like Media PLayer i get the

error: no sound device found, not installed properly, or isn't working.

i know it works because the cd player plays sound fine. is there anyway to make windows and it's applications recognize the sound card?
 
Is the CD sound coming out the speakers, or the CD player with headphones?
 
Is the small audio cable from the CD to the sound board plugged in? If so, the CD is probably by-passing the "sounds" system. This would explain why the CD is working and nothing else. Go into control panel and look at the "MultiMedia" icon, and see if the audio drivers are installed there. If not, re-install the media drivers.
