Sort of stopped SPAM relay, but...

I did everything I could find on the net to prevent my 5.5 server from being used as a SPAM relay and verified that it wouldn't send unauthenticated messages by using the telnet test. BUT, the messages still end up in my outbound queue and I have to flush them out everyday. Is there anything else I can do from stopping these idiots from using my server?

If you have done everything possible then they should be appearing there.

In Ex Admin, Connections, IMS, routing are you rerouting or not?
 
I have rerouting enabled with "Hosts and clients with these IP addresses" checked and no address in the window.
I could add a range of ip addresses but we have people on the road that dial up and that could get confusing.

Seems that you are doing all you can with Exchange 5.5. I did the same thing with our server and catch a few daily also. We are going to go to a 3rd party software such as Mail Marshal for other reasons than this problem, but it will also give you more control over these kind of incidents. Have you considered going this route? I know it costs $ but I'd rather be pro-active when it comes to mail servers.

Thanks for the suggestion, at least I know I'm not missing anything. I don't think my boss will purchase anything It hasn't been as bad as it had been, I just clean out the queue as part of daily maintenance.

Is your exchange server public? That always adds to problems. We had the same problem several months ago. We went private, rerouted using the same settings you are, and use a 3rd party tool (Praetor) and it works like a champ now.
