Something is wrong with my monitor color/picture

Sorry guys it took me a little bit to figure out how to start a new thread. but heres what I can tell is going on with my computer.

Well I have a emachine 333 cs for my tower and the only reason that my monitor is a Pavilion M50 is because my monitor that went with my tower quit working. Im not to much of a computer person so Im not sure where to find the Device Manager information. Im not sure if its just because my tower is old me my monitor is newer or what. But it only lets me pick between 2/16 colors and on 16 colors it has all of these colored dots that are trying to make out the pictures and background color. I wish I knew how to describe it better. If it is the video card is there any way of fixing it or do I have to go and buy a new tower to fix the problem?

Device manager is at start>settings>control panel>system>device manager. Alternate is thru my computer>control panel.

But where you really need to go is through control panel>display>settings>advanced and change adapter.

According to Emachines website here, your PC has this video card:
ATI Rage IIc 3D AGP with 4MB SDRAM

Go to thew following link to get the drivers for it, and install them, hopefully that will solve the dot problem.

Go down to the the one that says Rage IIc Download it and install it.
