Some users are not showing up in the dial by name directory

Some users are not showing up in the dial by name directory on the phone sets. The Ex Directory checkbox is unchecked and all users are put in the same. The version of Manager is 5.2 and the IP Office is a 406 version 3.2.

Anybody have ideas as to what is causing this?

Make sure that all users have set up their voice mail, dial by name looks for the spoken name.
