some delayed email delivery

I have SBS 2000 running Exchange 2003. There's only 9 mailboxes on it, and one of them really lags on delivery. When the employee opens up her Outlook client after two days of no email, they all flood in. Her account has always done weird things like this. I've seen her send an email to me (an outside address) and it never gets there. An outside vendor will send an email to 2 employees and one will get it, this one won't--- sometimes.
There is no personal firewall, or XP firewall.
I'm wondering what the best route is to eradicate this behavior.

One option is you could just delete the mailbox and recreate it OR delete the user account and create a fresh one. (Make sure its all backed up though!)

Does this problem happen on the same PC?
 
The user is only on one pc, so I don't know if it's native to her pc. A good example is an outside vendor will email something to two employees. One will get it, but one won't. Same spam filter rules apply to both. This has happened a couple times that I know of.
 
I am having the same problem, the user would send an email, but it will stay in her out box for about 15 to 20 minutes before it is sent out. If you do send/rec, it still does not send until some time passes. Receiving is kinda the same; her emails take a while to arrive aftre they have been sent to her.

I have suffered this same problem on a couple of occasions and it is always been a firewall problem on the workstation.

It would be worth checking if the send and receive transport is configured to use Exchange. There is a possibility that an Internet mail account might also be configured.
