Some Browsers Skip Stop Action

I've recently completed a Flash movie on my website (

and it works fine on my browser (IE5 on a Mac), but I've heard from two IE5 users on PC's that, when they use the Refresh button on their browsers, the movie reloads okay but for some reason it skips the first frame action (Stop), and goes to the next frame. I've even put a couple of blank frames in front, but to no avail...the movie begins on the second frame, ignoring the stop action in the first frame. Any ideas on what may be causing this problem, and what I can do to make sure it doesn't happen?

Do you have a preloader? If all else fails you can go to the publish settings and select the pause at start option.

Thanks for the quick response.
I have a pseudo-preloader: my index.html page incorporates an easy flash detector, and a jerry-rigged redirect, but that's it. I'll investigate using a preloader (groan).

But my question still stands: why would the browser skip over the stop action?
