Some 9608s will not auto log in

I have an IP office running 10.0 SP 3 . I have about 10 IP phones over a VPN at a remote location. After the remote site internet goes down, 6 phone come up and log back in on their own, 4 come up to the login screen. Force login is not ticked on any user, and I cant find any difference in the extension or user tabs. I have had this on a couple other systems as well, and would appreciate any input. Thanks

Do the users on the handsets in question have hotdesking enabled and the others don't?

No login code set for any users. All blank.

do they all have IP extension numbers created that match their actual extensions of the user?

Yes, extensions have a Base extension number that matches the user extension. All extensions are DHCP and have a ip endpoint license reserved.
