Ok.. I have been pointed to some breakthrough software. It is not cheap, but it will allow you to mount a priv.edb that is not mountable by Exchange. You can then copy information from any of the mailboxes out to a PST file or out to a functional Exchange Server.
It has mounted my dead priv.edb and allowed me access to almost everyone of my user mailboxes. I would highly suggest looking into it.. It is made by the Ontrack Data Recovery people. Their site is and the tools for Exchange is called Power Controls.
