On a IP phone, the spftkeys will not change with the status of thephone. When station is in a call state the softkeys do not change. Any ides why?

There are variations based on the set type (4600 or 9600) and firmware (SIP or H.323).

You can check the 46xxsettings.txt file for some of these settings:
Code:
#################################################################
##
## H.323 SETTINGS for 96xx & 96x1
## Settings specific to 96xx & 96x1 telephones
## with H.323 software
##
########################## Features on Softkeys #######################
##
## Idle Feature Settings
## A list of feature identifiers for softkey features
## available in the Idle call state
## 0 to 255 ASCII characters: zero to six whole numbers
## separated by commas without any intervening spaces
## SET IDLEFEATURES ""
##
## Dial Feature Settings
## A list of feature identifiers for softkey features
## available in the Dialing call state
## 0 to 255 ASCII characters :zero to five whole numbers separated
## by commas without any intervening spaces
## SET DIALFEATURES ""
##
## Ring Back Feature Settings
## A list of feature identifiers for softkey features
## available in the Active with far end ringback call state
## 0 to 255 ASCII characters :zero to three whole numbers
## separated by commas without any intervening spaces
## SET RINGBKFEATURES ""
##
## Talk Feature Settings
## A list of feature identifiers for softkey features
## available in the Active with talk path call state
## 0 to 255 ASCII characters :zero to three whole numbers
## separated by commas without any intervening spaces
## SET TALKFEATURES ""

Without setting the features there should be some default behavior, such as transfer and such.

Is this only one phone or multiple? If single, is the firmware or type different from others?

It is a 9611. We have several other phones not having this issue. We used a different phone with this stations administered phone number and still could not see the softkeys change when the status of the phone change. We used the same phone with a different station number and it works fine. The problem stays with the administration of this phone number but all of the programing is the same to include button mapping.

So Station X shows softkeys but Station Y does not. Ok, so that rules out the physical phone or firmware versions.
Just to confirm: A stare-and-compare between the problem station form and a working station show no differences? I would print out the stations and go line by line, noting any differences at all.

Differences could include the IP Phone Group ID (station form page 3) that could allow station Y to use different group settings in the 46xxsettings file, if configured.

Do you have access to the station's backup file? The file names are [extension]_96xxdata.txt. Any differences when compared to a working station's backup?

Those are the only two places I can think of that would have differences. Phones download station information from CM and the backup file when the station is logged in. I'm assuming H.323 and not SIP.
