Is there a setting somewhere on the softconsole that sets the audio for the 2nd incoming call..? the operator says when she's on a call, the 2nd call comes in she see's the visual indication but no longer here's the tone.
 
Yes ,
you need to set a CW ringer feature button . This will allow you to have a CALL-WAITING ringer onoff control as well as visibly seeing the call presented to the a second call appearnace key .

It was working, they never had a CW button on the display. I can make it work if the 2nd call is internal, but it only does not make a sound when the call is coming in externally.
 
The attendant call-queue can be set on the CM to work/ring
straight away , I think te default is 1 call , which would mean it doesn't sound out until there are 2 calls in the queue. Even though the CW-Ringer may not be visible on the console itself( as you can change the Button-name) it is default when installing the console initially.
