Soft Console over SCN

I have an SCN with 8 different locations. The soft console is at the main location and works fine for all of the locations except for one. At this one location it will not show BLF to the operator. They are all IPO500 systems running the latest version of R5. The console software is also running the same version for the latest R5. It will transfer calls to this location and everything else about this location works fine, just no BLF back to the operator. We ran port scanning to make sure no ports were blocked and all locations are connected via T1s and MPLS.

Any thoughts?
