Let me say first of all that I have not used Web Services to any great degree. With that said, here is my issue.

I am trying to connect to a Web Service that does not use WSDL. Has anyone come across this before? Is it even possible to register a Web Service in VFP8 without using a WSDL file?
 
What does the Web service use, if not WSDL? Is it really SOAP?

You can certainly access any webservice from VFP, since it simply takes HTTP GET/POST requests, which at the very least, can be formulated "by hand" instead of "registered in VFP".

Actually, the developer created this at my request. But I am not able to register it with VFP.
