We currently have a 3 tier SMS environment

primary server, secondary servers, distribution servers

We experienced hardware problems in the second tier, which resulted in disk drives being replaced, and subsequently we lost all the data (no backup). Tier 2 was the parent site server for all of tier 3.
The other issue is that we had a tech refresh for 80% of the desktops in the environment and the image used contained the SMS client. Which failed to register with the remote primary servers, and the parent server tier 2.
My question's are how do I repair the tier 2 parent server and resynchronize with the child servers? and do I have to uninstall the current client from the nodes and reinstall the nodes clean, or can I install the SMS client over the existing installation?
