SMS newbie

I am looking for a programmer to develop a sms application that i can tie into my php mass email application. My main question is if i have a programmer build it, what other costs are associated. I my own server, but am i missing something. i keep seeing these per text message pricing scales and they average around 6 cents. if that's the case, it's out of my price range, b/c i want to send about 1,000 a week, which could get pricy.

Would the members of my website have to pay a fee to recieve the text message? example, i send a text message to Joe who uses cingular. does joe get hit with a text message fee from cingular?
