SMS connection to SQL 2000 failing

I've been trying to install a new SMS 2.0 primary server connecting to SQL 2000 SP3a on another server in the same domain. Both servers are Windows 2000.

Everything goes fine until the SMS services start, then an error shows in Component Status for SMS_SQL_MONITOR saying that the SMS Site Component Manager does not have enough rights. I've added the SMSService account to the local admin group on both servers and get the same error when I reset SMS or uninstall it and reinstall it. I've also tried it using the SA account with the same results.

What can I do to make SMS and SQL play nice together?

Assuming you are using a domain account for SMS, make sure it is listed in the security section of the SQL Server Enterprise Manager. Also make sure the sms connection account as server access=permit and default database=master.
 
I changed the default to master but the results were the same.

Earlier I'd tried setting this up using the SQL sa account for access and had gotten the same results also.
