Smartphone 100% bandwidth utilization through OWA

I'm writing from the Telecom side of the house. We have pinpointed intermittant 100% bandwidth utilization to smartphones synchronizing through OWA. The log shows a certain user just seizing the bandwidth. Shut him off and it drops. There are 400 devices out there requesting all day long, but only occasionally does one do this. And it doesn't matter what brand, type, etc. We thought it was the setting "as items arrive" but then someone did it without that setting. Then it seemed to be the Treo, then a Q9 did it, etc.

Has anyone else experienced this? What is the fix?
 
Do you mean they're using Exchange ActiveSync? What version of Exchange do you have? You've posted this question in both 5.5 and 2003 discussion forums. Do you use a front end or proxy for these connections? Please provide more details about your setup.
 
Right, I put it in 5.5 first then saw 2003. It's Exchange 2003 , activesync and there is a front end. We need to get more info, but it jams up the WAN connection between the front end at site A and the Exchange server at site B.
