From the looks of it, you have a Pentium 120MHz. I wouldn't upgrade it to Win98 (it would probably run even slower). Never upgrade an OS to gain speed!
Until processors came equipped with MMX, it was best to stick with Win95. At this point, you need to donate this one and invest in newer hardware. Don't waste your money on another OS.
If making a purchase is out of the question, see the FAQ section of the Win95/98 forum. There are plenty of tips about cleaning and speeding up your system. There are millions of hits on google as well...
