Slow internet response

I just put together a new pc.

asus p4pe mobo (build-in network card)
asus vga radeon 9600 video card
floppy
cd drive

I'm having a weird thing happen.

When I type in a request for a web page.
It hesistates and then quickly retreives the
page very quickly. It is a noticable delay. Does
anyone have a clue what this could be or what I could do to improve my performance?

Sounds like a DNS thing, have you set your DNS server in your TCP/IP sttings?
You could try a program like Fastcache from AnalogX, after 'training' it should be much quicker.
What are you accessing the internet with?
 
Tools | Internet Options | Tempory Internet Files | Settings | Make sure it is set at automatically, also clear out your temp files and update it to the newest version of I.E.
Run Windows Update
Spybot
Adaware
See if it clears the issue up
 
This is just a single home computer. So I shouldn't need to configure DNS.

I looked in my device manager to see if there were any IRQ conflicts/sharing. I found this:

IRQ - 22 Microsoft ACPI-Compliant System
IRQ - 22 VIA OHCI Compliant IEEE 1394 Host Controller
IRQ - 16 ASUS A9600SE (Video card)
IRQ - 16 Intel 82801DB/DBM USB Universal Host Controller - 24C2

Could these conflicts/shares be the problem?
