Slow Dialing of One Local Cellular Number 2

I have an SX200-ICP and am having a problem with dialing one number. When we dial this one cell phone number it takes about 10 seconds for it to start ringing. The problem is not able to be duplicated from other land lines or cell phones. Our PRI vendor cannot duplicate it either. I would not normally worry about one number but it seems to be causing an important team members phone to not forward when the call times out after 10 seconds. Does anyone have any ideas short of rebooting and testing the system again?

check form 26 dial strings or put the cell number in the dial string put 0 in digits to follow and what ever route your using
 
Undoubtably you have conflict dialing in place. The system is expecting more digits and waiting for the conflict dialing timeout before dialing. Either your digits to follow is wrong or a similar dial string is defined.

I'm not sure that I understand. Form 26 has our dial 9 to get out, return dialtone and is unrestricted.
There does not appear to be a spot to put in the cell phone number.
What exactly is conflict dialing? And more importantly where do I find the timeout on that?
Still new to administering the ICP and struggling with the advanced features.

In form 26 under show strings you will find the defined dialing parameters.

In form 4 you will find the system options where the conflict dialing timer is defined.

If you are more specific in the exact dialing string that you have difficulty with then we can be more specific in our assistance.

Thank you both. On reviewing the digits to follow it was set to 9 where it should have been 6 when dialing local. Thanks for all the help guys!
