SL2100 Dial VM rings out

I have an SL2100 on analogue trunks, if I dial the VM soft key it just rings, and VM system does not answer the call, am I missing a setting?
 
The VM should work on a defaulted system with no additional programming except to set the extensions to call forward. Was the numbering plan changed from default?
 
No, numbering plan is all default, the system has had barely any programming other than naming extensions and creating a IRG?
 
Get a back up of your database. Default the system and test at default. If it works, re-load your back up, there is clearly a problem in the program. If it does not work at default, then there is a problem with the CPU.
Once reloaded, get a non -default value report and compare the settings to find the error.
I suggest using PCPro.
