SL1100 New SIP Trunk setup with voip.ms - Dial Out Busy Tone! Dial in always ok!

Hello guys,
We just acquired a new client that has a NEC SL1000 -- and was working fine with Goldline - Canada.

I'm trying to set it up with voip.ms - So far everything is working fine except the Outgoing calls!!

Problem:
When I pick up an extension, dial 9, then after I dial another 3 digits, the system is giving me a busy tone.
Same thing when I select a line (see pic at end of my PDF) E.g. SIP1 - SIP2 - SIP3 - SIP4 --> Busy tone right away!

It sounds like a dialing pattern issue to me, but I don't know these PBX very well..

Some basics;
I have set up a Static WAN IP address, 2 static IP addresses in the system, from the LAN.
Port forwarding in the router, port 5060-5061 to the IP address in 10-12-09, 10020-10083 to the address in 84-26.
4 SIP trunk licenses.
Carrier type is usually for incoming, things like CID name number. (It is set to Carrier B).
SIP registration mode via domain name.
Active registration shows on voip.ms portal.
We can dial in the system no problem and the call is routed accordingly.

So it's only the outbound calls that don't work!


I have uploaded a few screenshots of my Config in a PDF file. Any help would be very very appreciated.
Please let me know if any other information is needed.

Try this;
10-28-01, ms
10-28-02, montreal4.voip
10-29-11, same as yours
10-29-12, ms
10-29-13, montreal4.voip
NEC breaks it up and takes from each field to reassemble it.
10-33 not needed. To test, dial the direct trunk select code #9 + SIP trunk number xxx. This bypasses ARS and dial 9.

 
I have 10-28-01 as voip.ms
and 10-28-02 as montreal4

I also use 10-29-14 Default Not profile B

 
Try this;
10-28-01, ms
10-28-02, montreal4.voip
The NEC program will combine them.
 
mine works perfectly as described so maybe that will help. it may also be the router.
