SIP trunking and "route to" commands

We are utilizing Unified Messaging through SIP trunking and hunt groups. If someone calls an extension it will go to their UM account no problem if they do not answer. But if we use "route to" command in a vdn, it will not got to their account if they do not answer. It goes to the top of the tree. After tracing the call, it seems that it is still routing based on the original caller ID instead of "route to" extension. If we use an audio codes box it works fine, but we do not have an audio codes box at each site. Any ideas?
 
Try chaning your route to step in the vecto from with coverage n to with coverage y.

example: route-to number 2222 with cov y if unconditionally
