SIP phone can't dial feature code

System CM 7.0:
When trying to dial the "User Control Restrict Activation" code to restrict or unrestrict a station they get dead air when dialed from a SIP phone.
Feature works fine from an analog set. SIP phone is able to dial other feature codes OK. Any thoughts would be appreciated.

List trace station and see what it comes back with?\.
 
On the trace after dialing 121+1 the call just sits there and then times out. I should receive dial-tone after 121+1. As a quick fix I added a autodial button with 1211 on it and it works. Still don't understand why you can't dial it manually from a SIP phone. This fix will work for now. Thanks for your time.
 
Does the station have COS with console permissions?
Is the station activating user controlled restriction outward for itself or another station?

Yes Admin SIP user with console permissions is trying to activate restriction on another phone in a client room COS. Hotel environment
 
Dial the user or group deactivation code, 121, then 1 for outward, 2 for total,
3 for termination, 4 for station-to-station, get second dial-tone, then dial
station # or 2 or 3 digit COR group number that restriction is to be added for,
receive a confirmation tone. (COR 1 may be 01 001 based on system size)

Example if station activation code is 121 and station # is 1234 and you want
to activate outward restriction. At console or a station with console
permissions, get dial-tone, dial 121, dial 1, listen for dial-tone, dial 1234,
listen for confirmation.

Thanks for your response. That is exactly the procedure I'm using. As posted, I am getting dead air after I dial 1211. Then it times out. And this only happens on a SIP phone. Procedure works fine on an analog phone. And an auto-dial button programmed with 1211 on the SIP phone works as well. Just can't dial it from the SIP. Thanks
