SIP - ISDN Gateway

Looking for a good ISDN to SIP Gateway. Need it to be able to directly connect to legacy E1 only IPOs and also need it to simulate a dialtone so when setup correctly the users wouldn't notice there is a Gateway installed

No direct experience myself but have a look at:

Grandstream although not sure if they still do ISDN
Beronet

OneAccess do a good box.

Are you looking at IP office 400?
Not tried this myself but you could try fitting a VCM to give an H323 connection then use a H323 <> SIP device
