SIP Call Hung in MX

If I have a SIP endpoint registered to Session Manager 6.3 and it is connected to a Meeting Exchange bridge through the CM 6.3. The MX is directly connected to the CM. There is a WAN outage between SM and the SIP station that abruptly disconnects that SIP endpoint so there is no BYE or anything like that. SM continues to send invites to the SIP endpoint and expects a 200 OK. After 7 invites with no response it sends a 408 Timeout message back to CM. I would expect that CM would tear down the call with a BYE back the MX but that doesn't happen. The call leg between CM and MX never drops and CM doesn't seem to do anything with the 408 message. Am I wrong about how that is supposed to work?
