ASP can be run on any server and any OS. It is a M$ developed platform though, thus being better suited towards IIS. But again I believe IIS can be run on other OS's as well.

It's not a simple question as far as I'm concerned. What a "Microsoft Windows Operating Environment"? I've never heard that term before.
It's not an Operating System if that's what you mean.
By default it only runs using Microsoft's Internet Information Server or Microsoft's Personal Web Server, which are only available in Microsoft operating systems.
Active Server Pages can be run on Solaris on Sparcstations, and Linux on x86 systems, including Red Hat Linux and SuSE Linux, by using Sun Active Server Pages (nee Chilisoft ASP) for $495.
