Similar to DWF, but w/ Overlay

Does anybody know how to produce a version of an Autocad drawing that is lockable (like DWF or PDF), allows measuring, and allows overlaying of multiple files?

I know that Autodesk DWF composer comes close, but it doesn't allow the user to overlay multiple files.

VoloView may do what you want. It lets you measure and then can create markups (add info to dwg) but does not save as dwg. It saves as separate file format that can be read in AutoCAD.

Thanks borgunit, but Volvo view doesn't allow the user to overlay one drawing on top of another. And, to my knowledge, it doesn't allow measuring either. Autodesk released DWF composser as an upgrade to Volvo View to allow mark-ups, and measuring. So far in my search it is the most capable software utilizing the DWF format, but still lacks the ability to overlay multiple drawings.

It seems as though this problem has no solution at the moment. It would be a nich market if any programmer could create a software capable of performing mark-ups, measuring, and drawing overlays since most AE firms don't want to release their DWG files to the outside world.
