Signaling Server: What is it's purpose?

I was given the advise that a signaling server would help clear up some of my call traffic problems at a customer site. I am needing help understanding how this directs traffic. It seems to me that it works like a router?
 
The Sig Server has 5 main functions:

SIP/H.323 Gateways to provide virtual ip trunks.

Terminal Proxy Server to support IP terminals.

Network Routing Service to provide dialplan for SIP/H.323 endpoints and gateways.

Element Manager and NRS Manager web management interface.

Application Server for Personal Directory, redial list and callers list for ip phones.

This should only be needed for ip phones???
 
Signaling Server" is a general term for the computing platform which is separate from the core CS 1000 CPU. It can run a myriad of software applications.
 
If you don't have IP sets, H.323 or SIP you really don't need the sig server. Without the above items all you would use it for is element manager. If it were a new system I would recomend that you put it in as Nortel will give you a much better price on it than if you purchase it later when you decide to add IP to your system. I'd also recomend that on a new system a few, 10, IP licenses (ISM) are included. Someone is bound to decide that they want to try it. You will only have to buy the VGMC card then.
