Signaling server & ITG Card

We have a signalling server installed at a customer's site as well as an ITG Card. They are about to reach their limit of 128 phones on the system and will have to get new licenses as well.
Where do the phones register in this case? Because if they would like to expand they have already reached the limit for the ITG card (128 ports). Do the phones register to the signalling server first and use the ITG card as a "backup"?

Yes that's true, the phones are registered on the SS and it will use the IPL ot VGW (MC32) if the SS it's not operational, in that case only the first (lower) TN will be register.- I am not 100% sure but that's what I heard.
 
If you are going to expand your IP phone ISM's, you can increase it to a maximum of 5000 IP phones, which register to the Signaling Server.

If you're on a CS1000E (totally IP), then you only need to worry about more ITG/SMC (voice gateway) cards for when you are passing voice to your PSTN.

If you're on a CS1000M (hybrid M1) or a CS1000S (hybrid 11C), then you are likely to pass a greater volume of IP traffic to TDM traffic, so you will likely need more ITG/SMC cards.

You only need a voice gateway DSP port when you are passing IP to TDM. If you are talking IP to IP, then your Signaling Server is doing all the call setup, and the DSP's/ports on your ITG card are effectively not being used.

The role of the ITG is to provide the DSP port for passing IP to TDM and TDM to IP.
And, also - Like cmptsul01 said, the ITG will only take the role of registering phonesets if the Signaling Server fails. Then the number of phonesets is limited to the number of DSP's among your ITG's.
