can you add more licenses using the SI tool ? I'm having trouble getting the network maintainer to open ports for AMC sysnc?

Yes, if you chose "Full Installation", you can bypass the External FTP screen by hitting next. And on the next screen, untick everything/Do not install, other than Configure License and Option selection.

If the laptop can't connect to the AMC, it gives you instructions on running a .bat file to do it.

I've done it that way to take Backups (unticking everything else apart from backups) before I knew about the Java issues. I'm sure it should work though.
 
Note that if you use the SI tool as above, the system will reboot once completed.

I've seen others say that the process can be interrupted and still succeed but I wouldn't recommend it.

This is enhanced in MCD 6, now you can use SI to update licensing without a reboot.
