Shutting Down 2000 and receiving LTM.exe error

While Shutting down windows 2000 I receive a message that states "LTM.exe is running press ok to shut down" When I press OK the box goes away and then pops back up. After a few times the machine goes to a blue screen.

Looks like it's the MS Local test Manager. Is the machine running some kind of proprietry database? If it's not needed, you'll have to find out what is starting it up.
