Shut Off Power to Location -- Now all incoming calls to associated extensions fail.. no coverage

We have shut down power to a location, now all associated extensions cannot receive calls. All incoming calls to these extensions fail, coverage paths and forwarding is not working. When trying to dial the extensions internally, the screen shows the name and extension number followed by "SV" which is not usually there. The call then fails with a turkey tone. Normally when we've lost power to offices calls to extensions still follow coverage paths and forwarding, but this is not the case. It is a single network region that is affected, all extensions that were registered it before power shutdown. Any advice or assistance is greatly appreciated! We already have an Avaya SR open. CM version is 6.3. List trace shows denial.
 
You mentioned a list trace with a denial, but we need to know the denial you received and the details around the call to know more. The call path, trunks and locations of the phones calling can also be important in this scenario.
