Shut down/restart problems

I just installed Windows ME on an IBM. Whenever I restart it just hangs and a blinking - appears in the top left corner. When I shut down it just hangs with a black screen and when I hit the power button to turn it back on it says it has been inproperly shut down...what can I do?
 
Since you have just installed the OS, I would recommend trying to reinstall. But I wouldn't reinstall Windows Me, because that has to be the crappiest OS that Microsoft has ever created. Try installing a Windows 2000 or XP, or Windows 98 if we're talking about an older IBM machine.
